History

In 2011, the government launched the Renewable Energy Independent Power Producer Procurement (REIPPP) program to encourage the development of large-scale renewable energy projects in poor rural areas. The program required independent power producers to not only generate clean energy, but also to invest in the local community through job creation, enterprise development, and the establishment of a local trust with a minimum of 2.5% ownership.

The Lesedi Solar Park Trust was established as a result of this program, with funding secured for 20 years and the possibility of a 10-year extension. The Trust has a mandate to invest in the Black communities within a 50 km radius of the power plants that fund it, with the aim of tapping into South Africa’s potential for growth and development.

The REIPPP funding provides a wonderful opportunity to drive developmental change in some of South Africa’s poorest communities. However, research has shown that the renewable energy sector has not always been effective in meeting its development requirements. To address this, the Douglas George Murray Trust (DGMT) was appointed as the sole beneficiary of the Trust in 2012. DGMT is a well-respected South African foundation with a mission to develop the potential of the country and a vision of a thriving people, economy, and society. As the beneficiary, they act on behalf of the community members living in the 50 km radius, channelling 100% of the dividends they receive back into the communities.

DGMT was elected for this role because of their expertise in implementing effective social development programs, their ability to bring in programs at low costs, and their ability to amplify the effects of these programs through synergies across their portfolio. They have a proven track record in helping South Africans reach their full potential and are well-equipped to ensure that the Lesedi Solar Park Trust is making a real difference in the lives of those it serves.

The Lesedi Solar Park Trust seeks to be an exemplary example of the potential for renewable energy to create a green and inclusive economy. By partnering with organizations like DGMT, and partnering with numerous NGOs and organisations, the Trust is able to bring much-needed resources and support to the communities it serves, addressing the drivers of poverty from pre-conception to career.
